ABOUT THE COMPANY

I’m recruiting for a privately owned, highly respected company in the Highways, Bridges, and Civil Engineering sector across England. They have built a strong reputation as a trusted partner with clients in Kent, Norfolk, Cambridgeshire, the East Midlands, and Yorkshire. The company specialises in S278 and S38 works, as well as construction and maintenance across all types of highways—from minor roads to motorways and major route projects. Their expertise also extends to bridge infrastructure, utilities, and rail, with projects often involving significant concrete works, deep drainage, and major earthworks. Known for their exceptional approach to staff wellbeing, the company offers a supportive and positive working environment where employees thrive.

ABOUT THE ROLE

Due to continued company expansion, my client is recruiting permanently for a Senior Buyer to become a vital part of the group purchasing team within a long-established civil engineering company. Bringing strong expertise in civil engineering materials procurement and supply chain management, you will work within an experienced department, consisting of the Supply Chain Manager, 3 Regional Buyers and 2 Trainee Buyers. The role focuses on developing and maintaining key supplier relationships while meeting price, delivery, and quality objectives.

As a Senior Buyer, you will be responsible for delivering high-quality purchasing support across tender and live projects, ensuring materials are procured to the correct specification, at competitive prices, and delivered on time. Working closely with the Pre-Contracts Buyer and Supply Chain Manager, you will adopt a proactive and strategic approach to negotiation, develop and maintain strong supplier relationships, and identify new opportunities to improve value and reduce external spend. You will work collaboratively with internal teams, suppliers, consultants, and authorities, using strong technical understanding and effective system use to support efficient purchasing, early engagement with sites, and the successful delivery of projects in line with cost, quality, and programme requirements.

REQUIREMENTS

In order to be considered for this opportunity, you will need a construction-based qualification and CIPS accreditation (or working towards this). Previous experience with COINS or SharePoint is preferred but not required. A minimum of 7 years in civil engineering purchasing or aggregates/waste management is essential. Candidates should demonstrate a high level of competency in Microsoft Office, particularly Excel, PowerPoint, and Word, and hold a full driving license. The role requires a proven track record in controlling and reducing external spend while developing a strong supplier base, alongside the ability to introduce innovative ideas to purchasing activities.

REWARDS AND BENEFITS

This is an exciting opportunity to join a welcoming contractor that offers long-term stability and clear career progression. With an impressively low staff turnover—employees stay with the company for an average of 11.5 years—it’s clear they value, support, and respect their team.

A competitive salary will be offered along with the opportunity to opt for a car allowance or company car. Hybrid working is available along with 26 days annual leave plus bank holidays.

About this Recruiter

Laura Pyle
Senior Consultant

A bit about me

I have worked in construction recruitment for 10 years now, having joined Cityscape Recruitment back in 2013 as a resourcer for the civil engineering team. Over the years, I progressed in my role and have successfully built my own desk specialising in recruitment for the demolition and remediation sectors, which has now been established for over 7 years. With vast experience under my belt and even more to offer, I am now also recruiting back within the general civil engineering market, working with Tier 1 main contractors and specialist subcontractors within the infrastructure, utilities, and rail sectors. Outside of work, I enjoy going to the gym, taking part in park runs and holidaying in sunny destinations.

What our clients say

We have worked with Alex Wallace and the Cityscape Recruitment team for a number of years now and find their service excellent.

They supply well matched and vetted candidates and very quickly understood all our requirements. They have always demonstrated good market knowledge and an ability to deliver to our requirements.

Commercial Director,
Main Contractor

I have used Cityscape Recruitment multiple times over the last 5 years. Very pleasant to deal with and all candidates put forward for interview are well suited to the position and well vetted by the team, so there is no time wasted with unsuitable applicants. I would highly recommend Cityscape. I intend to use them again in the future should any vacancies become available.

Operations Director,
Platt and Reilly Ltd

The Cityscape Recruitment team has always been great to deal with. Always ready to listen to our needs and requirements, a quality some recruiters do not appreciate or have, then advising where they can assist in our staff procurement. We look forward to working with Laura and Cityscape in the coming years.

When you first contact us, be that through direct contact, responding to an advert or applying through our website, we will connect you with a consultant who works in your specialist area.

Initially, they will arrange a meeting to talk through your CV and career history. They will encourage you to go into detail about your background and experiences, capabilities and responsibilities, personal circumstances and any other factors they feel are relevant to help them build up a well-rounded profile of you.

We take extraordinary care in matching professionals to an opportunity – one that will help enhance their careers and a clients’ team. We therefore also use this meeting to empower you in your career. Using our extensive knowledge of the construction industry, we would provide in-depth overviews of businesses, projects and available roles, and guidance on where your strengths will add the most value and career potential.

After this meeting, the consultant will speak to a number of their clients about you and your CV. Who they speak to can be either jointly agreed upon or you can trust the judgement and expertise of the consultant to contact clients they feel are the best fit for your experience and goals.

If any clients are interested in meeting with you, the consultant will manage the interview process, coaching you before any interviews if required. (Further guidance can be found here.)

If you are successful in receiving an offer(s), our consultant will communicate this with you and help to negotiate the offer(s) and any other terms of employment.

Finally, we will support you in resigning from your current role, navigating potential counter offers and starting your new role.
